Regulation 3 of the Biosafety Regulations establishes a National Biosafety Regulatory Committee (NBRC). The responsibilities of the NBRC include evaluating all applications concerning or related to genetically modified organisms and products and making recommendations to the Minister. 

The NBRC evaluated the application from Monsanto Company for general release of Mon 15985 cotton (Bt cotton).
